I've been doing some research. In FY 2019 Total Small Business awards for the DoD was $161B dollars. Even if
we helped with 1% of that, $1.615Bwe could potentially generate $32M if we charged 2% of the contract.
Let's chat about this Monday if you can. This has potential to be so huge. Have some other ideas too that

GM, we do like this opportunity and we can deliver with proper timing. Having a software organization is

May planning expressly says we do not have an order. Jeremy’s embedded Rudniki message claims access to training airspace, while Matt’s embedded response says a TAA will take weeks and asks for a short proposal and ROM before responding to the colonel: he cannot commit a team to a process it has not agreed. We will need to know what airspace volume we’d need, so ceiling and how large a space.
Jeremy knows a few places to train, possible on a polish military installation.
I’m sure Matt’s guys can give us the location they prefer. They’ll go where the client want a to go.

Another message says the price sheet uses MSRP plus 7% at Matt’s request for negotiation room. The FightEye Model-K integrates a Munitions Payload Delivery System. The remote piloting team may elect to
transport their aircraft safely to the feld of operations leaded with up to 2 Sibs of US M$12 high explosive.
The Munitions container may also be safely loaded with M112 ordinance in the field providing a high degree of
mission flexibility. The Model-K aircraft may be flown unarmed, partially loaded or fully loaded with M112.
Field teams may elect to fly reconnaissance missions with extended flight times empty of munitions weight
Lightly armored and unarmored targets can be destroyed easily with munition payloads of 1.25 bs of M112.
Armored targets should be engaged with the full 2.5bs of M112 powering the advanced linear shaped charge.
The Munition Payload Delivery System is physically enabled, only in the field before Launch. The M112
ordinance is enabled by redundant M6 military blasting caps. The ordinance is electrically amed before
flight by actuation of a mechanical arming switch. The final arming circuit can only be actuated by the pilot's
controller command after the aircraft is in flight at a safe distance from the field team. Detonation is achieved
through the pilot's command, through forward impact, or downward impact while the munition is fully armed.
Missions that are aborted allow safe recovery of the aircraft through the pilot's remote disarming command,
followed by removal of both ME blasting caps after the aircraft lands and is recovered by the feld team,

Ok how should we handle?
7:39 PM
Hey buddy. I just left you a pretty detailed message. We’ve been dealing with the Ukrainian defense attaché
out of New York. He informed us this morning, there has been a shift in procurement for all of the hardware
flowing into the Ukraine. We’re not sure if it’s because the Ukrainians appear to be going around everybody
who is providing them quotes, or if it’s just because the bulk of the funds flowing are now US funds. At any
rate, the USG will be purchasing directly. We’re not sure if it will be FMS, DLA/TLS, or other existing rapid
vehicles? We expect the OEMs will be receiving direct inquiries from USG entities and possibly via FMS sales.
You need to make sure the drone company knows they will likely see a new flurry of inquiries, as we have
been submitting data sheets and naming the OEMs with our bids.
Just got this
We can discuss. But let’s talk about how you quote them.

Also, if this comes in via a USG contract, no need to worry about ITAR as we will ship to a DEPOT and it will
be managed from there.

I did something to manage the sales piece for who gets what. Hopefully it isn't an issue. On the PDF for PRG, i

Have some other ideas too that
could help connect the dots.
1:34 AM
GM, we do like this opportunity and we can deliver with proper timing. Having a software organization is
amazing and will power these opportunities and DoD /law enforcement revenue as well. Look forward to
mapping this one to the market!
I am focused on our reporting and organization yesterday and today but the drone team is driving to f ii nal

I asked what the time in air needed to be and what optics it needed, ie, night vision, thermal, etc.
10k is a big ask i think ....6.2 miles.
This would not need munitions.

well then we need to doable it fast!
let me see what they come back with on flight time and optics needed.

Curious, would a member of congress be beneficial to work with to get the AoC info pushed into SBA or to
even standardize a form for use? I know these are little things, but the easier it is to use the more likely it’s
adopted. I’d hate to have 50 versions of an assignment of claims act form.
Just a thought. No action needed currently
5:42 PM
I like it ... keep dropping these in the Assignment of Claims channel so we can capture and take action.
FYI, DDTC registration complete. Do we need Cyberlux to apply for ITAR?
The Office of Defense Trade Controls Compliance received your registration statement and fee to
register as a manufacturer. We have reviewed your registration statement and your registration code is
M46169, which expires on 2023-04-30.
5:44 PM
Just spoke to John...can you talk?
10:22 PM
I’m on a plane for the next 2 hrs
10:31 PM
ok...I gave him the ECCN, updated quote, updated spec sheet again. He will share it over there.
He asked if he could have a drone with munitions box in his boat as well. Not sure how many you will have
by SOFIC....although it is imperative we have a working model by then.
10:32 PM
On wifi to message and will call once down.
10:32 PM
He is also flying a manned jet suit in the bay area, he said he had to get a lot of approval for that, almost an
act of congress. I asked if he'd like to have some video taken of it if possible, via drone. Do you have the ability
to make that happen? Also asked if we could fly a drone off of his boat, and he is going to check with his
people on the requirements for that.
10:34 PM
That should works - of course that’s the plan but worst case we’ll have a surveillance drone film.

having Lukas travel, why doesn’t he train Jeremy and Spencer since they will be in Indy. For me I don’t have
the return flight date locked yet until we understand how the trainers get all the training.

He’d have to train them with a munitions box right?

Probably.

He wants to know where we are on getting them training kits for them to continue training
5:48 PM
Tracking on that. I’m owed status as well. Controllers are in transit to Dustin/Barrett.
Some other news in that f ii le is we have to go with full ITAR. Got H&K ruling last night. At a minimum, we
have the classif ii cation for the HEDP and AP munitions cases, but they recommend the entire offering be ITAR
listed.
5:50 PM
I gathered that would happen. And better off in long run so they don’t burn us
5:51 PM
Yes, I think I’ll start the process of ITAR registration for CYBL nonetheless.

Have some other ideas too that
could help connect the dots.
1:34 AM
GM, we do like this opportunity and we can deliver with proper timing. Having a software organization is
amazing and will power these opportunities and DoD /law enforcement revenue as well. Look forward to
mapping this one to the market!

Schmidt separates his management of the Matt/Fairwinds channel from Anthony’s PRG/Global work and discusses protecting distribution points and securing needed training expertise. Those assignments and dependencies support a developing channel-management structure. They do not establish that each channel was an independent customer or that quoted contacts had purchasing authority.referencesARG claims introductions, test sites, technical specifications, cost data and firing-mechanism assistance, including a team with Army members. It says SOFIC Tampa contacts led to Fairwinds and Ferd Irizarry, and that ARG brought Cameron Holt in to advance FMS/FMF. These are ARG’s causal and performance allegations.
Channel allocation and outreach are contemporary participant-origin evidence relevant to later performance allegations; shared ARG origin is retained and ultimate causal success remains unproved.
Schmidt identifies Matthew Jones of Fairwinds as a contact, attributes the introduction context to a possible sales channel, and says: We intend to have you involved of all the Model-Kx sales so we can manage any conflict. His description of Jones as well connected and of possible monthly volume is qualified prospect information. The message directly evidences the stated intention about Anthony’s involvement; it does not supply all commission terms or prove Fairwinds orders.referencesARG alleges the 28 February 2022 agreement provides a 20% discount off GSA pricing and an 80/20 allocation under paragraph 4A. It further attributes to Schmidt written and Signal acknowledgements of 20% regardless of prime and 30% if Cyberlux sells directly without a prime. The actual agreement and messages are not embedded.
The all-sales involvement statement supplies a contemporary message relevant to the pleading, but it does not state the entire alleged 20/30% agreement or prove its final terms.
Anthony asks that trainees not be publicly identifiable without permission; Schmidt says he will film Nurk only or leave others out/black them out. June 10 messages attribute full-ITAR advice to H&K, at least for the cases and recommending the entire offering, and discuss initiating registration. Another message says the price sheet uses MSRP plus 7% at Matt’s request for negotiation room. A June 13 account attributes TRL7 after a government-witness demonstration and TRL10 after testing to Matt. None is an issued licence, final price or independently awarded technology-readiness certification.supportsA testable explanation for the gap between expansive sales language and unresolved prerequisites is that commercial channel development ran ahead of a fully documented order, export and readiness process. This is a chronology-based process hypothesis, not an intent or misconduct finding. Rival explanation: the missing contracts, approvals and test records existed outside this partial export. Training economics remain estimates: $700 per person per day, location-specific per diem, indicative flights and alternative down-payment structures depending on a Ukraine-direct or DLA route. The itemised Jeremy quote labels its total $55,925, while $30,800 + $11,340 + $1,500 + $2,288 + $10,000 equals $55,928, a $3 discrepancy. On June 6 Schmidt forecasts 20 units in the next three weeks, likely 100 per week in 30 days, 250 in 40 days and 500 in 60 days. A later 500-per-week statement repeats that expectation. No factory throughput, serial-number list, supplier capacity, delivery or acceptance record appears here; repeated forecasts are not independent evidence of realised production.supportsA testable explanation for the gap between expansive sales language and unresolved prerequisites is that commercial channel development ran ahead of a fully documented order, export and readiness process. This is a chronology-based process hypothesis, not an intent or misconduct finding. Rival explanation: the missing contracts, approvals and test records existed outside this partial export. Neither the classification assertion nor an attachment filename establishes export approval, signature authenticity or the final scope of PRG compensation.supportsThe licence discussion changes from classification/registration to transaction and training permission. The May registrant ambiguity and June follow-ups should be reconciled by exact entity and document, not flattened into either fully approved or never registered.

Early pricing is negotiated rather than fixed across the whole export. The displayed cost $4,700 plus CYBL $2,000 gives $6,700; twenty per cent of that subtotal is $1,340, producing $8,040. The later $9,800 MSRP illustration splits the $1,760 residual equally, giving CYBL $2,880 and ARG $2,220. The $1,340 is a markup on $6,700, not twenty per cent of the final sale price; no completed sale or paid commission is shown.supportsThe $3 quote discrepancy and differing percentage bases are visible reconciliation tasks, not evidence of fraud without the underlying invoices, revisions and payment records.

The embedded pricing table shows MSRP $18,750; Global Ordnance $3,750 labelled 20%; CYBL price $15,000; Anthony $3,750 labelled 20%; J&L $375 labelled 2%; CYBL cost $5,500; and CYBL margin $5,375 labelled 29%. The components total $18,750. The percentages for the two $3,750 rows and $375 use MSRP; $5,375 is 28.6667% of MSRP, rounded to 29%. This differs from the earlier $9,800 scenario and is not an invoice or proof of entitlement on every sale.supportsWhat actual invoices and remittances reconcile each price scenario and the $3 training-quote discrepancy?

A confidential Model-K marketing sheet is shared before Anthony cautions that concept writing differs from having a tested product and asks how widely he may share it. The early State Department funding account is expressly qualified as unverifiable repetition of what the speaker was told. Neither a flyer nor that account proves performance, funding or an award.supportsThe no-encryption statement, not-ready training reply and limited firsthand testing account materially constrain the use of optimistic product descriptions. They do not establish later capability or later nonperformance.

The UK MOD channel discussion asks which branch is interested and whether the primes’ access is validated. Jeremy claims high-level contacts; Matt requests product description, readiness, training and spares/support information and describes submission categories. These are attributed access claims and requirements, not verified customer authority or proof that K8 meets every long-range/heavy-lift requirement in the forwarded list.supportsWhat independent customer and supplier records corroborate the claimed access and role allocation, rather than repeating participant-origin descriptions?

The export contains four trainers’ booking discussions, travel screenshots, home addresses, dates of birth, trusted-traveller identifiers and personal contact data. A purchase-confirmation screenshot is evidence of the displayed booking, not completed travel or successful training. Personal identifiers remain in the preserved internal source and should not be copied indiscriminately into an investigator subset.supportsWhich source pages and relevant passages belong in the investigator subset, with personal identifiers, confidential material and unrelated private discussion excluded or redacted as appropriate?

May planning expressly says we do not have an order. Jeremy’s embedded Rudniki message claims access to training airspace, while Matt’s embedded response says a TAA will take weeks and asks for a short proposal and ROM before responding to the colonel: he cannot commit a team to a process it has not agreed. The claimed airspace clearance is not its authorising document; these exchanges preserve concrete prerequisites and an uncommitted customer process.supportsA testable explanation for the gap between expansive sales language and unresolved prerequisites is that commercial channel development ran ahead of a fully documented order, export and readiness process. This is a chronology-based process hypothesis, not an intent or misconduct finding. Rival explanation: the missing contracts, approvals and test records existed outside this partial export. Test it against dated executed agreements, licence/TAA records, purchase orders, test records and production logs; contemporaneous completion records could narrow or refute it.

None is an issued licence, final price or independently awarded technology-readiness certification.supportsThe licence discussion changes from classification/registration to transaction and training permission. The May registrant ambiguity and June follow-ups should be reconciled by exact entity and document, not flattened into either fully approved or never registered.

Anthony and Schmidt discuss outreach to a Bogota lieutenant colonel, USASOC/3SFG, Aberdeen, an Air Force test contact, Global Ordnance and other channels. Forwarded interest, introductions, copied solicitation text and permission to share material remain leads. The sources-sought passage expressly preserves government discretion; it is not an award, sponsor certification or proof that a named person authorised procurement.supportsWhat purchase orders or authorised customer instructions, if any, converted the quoted interest, Tracking reply and prospective quantities into obligations?

June messages continue to ask whether a requesting letter or an actual State Department form has been filed. Roman/WeShield put in for ten with ITAR is challenged as ambiguous; later updates still lack a clear licence. A reported $50 million opportunity and proposed July 14 Poland event are prospects. Neither requested quantities nor optimism closes the authorisation, funds-flow or order gaps.supportsWhat purchase orders or authorised customer instructions, if any, converted the quoted interest, Tracking reply and prospective quantities into obligations?

Repetition across updates and later allegations does not create independent corroboration of orders, access or results.
